CI test contexts started Kafka admin clients and listener containers against the unavailable localhost broker, causing repeated retry and shutdown delays.

The test profile now disables Kafka topic creation and listener startup, and tests that publish link events mock the relevant publishers.

Verification: 46/46 tests pass in 39.4 seconds with Kafka unavailable; bootJar and the CI Dockerfile build also pass.
